International Cities of Refuge for Persecuted Writers Network

The International Cities of Refuge Network (ICORN) is an association of member cities and regions in Europe and beyond, offering refuge for persecuted writers. The ICORN Administration Centre receives applications from persecuted writers worldwide. The applications are handled in collaboration with International PEN’s Writers in Prison Committee in accordance with ICORN’s Charter. The qualified writers are placed in ICORN member cities of refuge.
