The Collaboration on International Information & Communications Technology Policy in East & Southern Africa (CIPESA)

CIPESA is the leading centre for research and comparative analysis of the human rights impact of information and communications technology related legislation and policy in Eastern and Southern Africa. It was originally one of two centres established under the Catalysing Access to Information and Communications Technologies in Africa initiative, which was funded by the UK’s Department for International Development. CIPESA works to enable policy makers and various stakeholders in the region to understand information and communications technology policy issues and facilitates dialogue around these issues, thereby enabling the use of technology in support of human rights and development.
